Journey to an Intelligent Water System
LADWP is one of the largest municipal utilities in the US, serving water and power to over 4 million customers. The Water System hopes to address water resources, water quality, operations, infrastructure and regulatory requirements by transforming itself into a state-of-the-art intelligent water system. Water Information Network (WIN) project is a holistic approach using the OSIsoft PI System as one of the central data hubs. Our team started with ground level efforts to build pilot applications to solve some immediate problems and demonstrate data integration capabilities. From top down, we started Water System wide workshops with management and subject matter experts that identified major data systems to be integrated and over 80 use cases. The results form the basis for an agile development and growth plan that will pave the road for utility technology development for the next decade to come.

Nicole Smith
Nicole (Xiaozhou) Smith, is a Civil Engineer and Project Manager working for the City of Los Angeles Department of Water and Power Water System. Nicole has also worked for East Bay Municipal Utility District (Oakland CA), the City of Los Angeles Bureau of Sanitation and consulting companies with a combined 15 years of experiences in Water and Wastewater Engineering. Her projects range from water and wastewater treatment, groundwater, hydraulics, distribution, water quality, utility planning, pipeline design and construction, asset and project management, air quality control, facility construction to technology development. Nicole received a BS degree in Chemistry and Environmental Engineering, an MS degree in Civil Engineering, and she is a registered Professional Engineer in California.

Vincent Rivera
Vincent Rivera, PE, is an engineering associate at the City of Los Angeles, Department of Water and Power. He has over 30 years of experience in instrumentation, control system engineering and system integration. He has been in the forefront of operation technology implementation in industries from oil field to biotech to emissions cap and trade. After joining LADWP in 2008, he was lead commissioning engineer for the system-wide conversion to chloramine disinfection. He is currently the technical lead for the LADWP intelligent water system program, the Water Information Network (WIN).
